I believe that the Audit Commission should stop publishing audit guides which fly in the face of advice from its own Legal Department. Specifically it should stop asserting that its NFI 'single person discount' data mining exercise applies only to people claiming/receiving a 25% discount on the basis that they live alone and 'excludes' those receiving a 25% discount on the assumption that there are disregarded residents. This is false and it has been told that this is false by its own legal department.
